Oftentimes, you just need to meet one speaker of the target language (a foreign language a person intends to learn) and that person can connect you to a whole community of speakers of that language.

If you have the right mindset, you can live anywhere and learn a language. Make a no English language pledge and set aside 4 hours each day to read, write, speak, listen and even think in your target language.
